Germany was the first country to create a workers' compensation program in 1884.  The system of workers' compensation serves as an economic incentive for employers to prevent accidents and illness among employees, since liability for medical costs and the income lost by placing workers in hazardous environments can easily exceed the costs of establishing safe working conditions.

The cost of workers' compensation benefits is based on the gross payroll and the number and severity of illnesses and injuries that type of employer experiences. Workers' compensation is administered by each state through the U.S. Department of Labor's Office of Workers' Compensation Programs.
